Hi,

Time has very little to do with how well the soil is stabilised, you could have a situation where a hole was filled in the 1880's (after the gold rush) and is still unsuitable to build on today. If the dam is compacted properly and 'signed off' it will have a 25 year warranty from the builder/concreter/engineer to cover any defects in construction. The slab (I'm assuming slab on ground foundations) would need to be engineered for the site, so there shouldn't be any longterm issues if correctly addressed in the first place.
